Vintage Sighting at a Fast Food Stop

I spotted this little vintage machine the other day at my local Wendy's. I don't know the year, but I know it's old. Kick start, chrome fenders, air cooled parallel twin, megaphone exhaust... I kinda want to ride it. I also kinda want to see it as a cafe racer. More than that, it's the perfect size for teaching someone how to ride.
