A safe speed for the conditions?

A 60mph road, but ahead is a crossroads sign. What if someones emerging, could I stop? On tis occasion a tractor and trailer was about to turn. A few seconds later he would have been half way across the road and if I was travelling faster I'd never have stopped.

    never trust 100% on signs or markings, it's better to be careful and not trust anyone, ride safe
