Removing rust from motorcycle

So sometimes the rust will just come off by cleaning it with soap and water. But I noticed some places are not cleaning well and the rust stays on. Can i clean it with 0000 steel wool, and how much scratching does it leave behind?

    Steel wool and water works. The rust you have, will probably come back eventually, unless you fill it with body fillet
