Exhaust Valve honda CBR

Without going down the remove route does anyone know a way to unseize the exhaust valve. I have taken the nut, disc and spring off and cannot turn it even with 6mm that fits the flat. Releasing the cables gets rid of thr fault code but wondered if anyone has had this before.

    Maybe a bit heat and keep working it. Failing that just keep hitting with wd for a few days

    Soak overnight with WD40, apply heat the following day. Should move.
